2022-07-15: CE - Cart Service Documentation

The following changes have been made to the Carts guide in the Core Commerce documentation:

• The Purpose section has been added.

• The Cart types, Inactivity, and Statuses sections have been removed and their content has been moved to the newly created Feature section.

• The Merging carts section has been renamed to Cart merging.
